The Minister of State for Older People and Housing, Kieran O’Donnell T.D., welcomes today’s publication by HIQA of the independent Forvis Mazars review and the report on regulatory oversight of Emeis-operated nursing homes, together with the associated inspection reports.
The issues highlighted by RTÉ Investigates were taken extremely seriously by Government
and the Department of Health.This independent review of HIQA’s inspection and monitoring processes was initiated by the Minister for Health and the Minister for Older People following the RTÉ Investigates programme in June 2025, which highlighted serious failings in care, staffing and oversight in a number of nursing homes.
Minister O’Donnell said:
“The welfare, dignity and safety of nursing home residents is the Government's primary concern.
“I welcome the publication by HIQA of both the independent Forvis Mazars review report and the report on regulatory oversight of Emeis operated nursing homes, together with the associated inspection reports.
“These HIQA publications form an important part of the regulatory response following the issues highlighted in the RTÉ Investigates programme last year and identify areas where regulatory processes can be further strengthened and reformed in the nursing homes sector.
“The Forvis Mazars review sets out a clear and targeted programme of reform to strengthen oversight, governance and the quality of care delivered to nursing home residents.”
Minister O’Donnell and the Department of Health are undertaking a detailed assessment of the report’s findings and recommendations, including alignment with ongoing reforms aimed at strengthening governance, safeguarding and quality in long-term residential care. A detailed implementation plan will now be developed.
“Action has been taken across legislation, regulation and system reform, supported by a programme of inspection and engagement, and increased funding has been secured for the sector to support improvements in the quality of care and lived experience of residents.
Minister O’Donnell concluded:
“Poor care, mistreatment, neglect or any form of abuse of a person living in a long-term residential care centre is completely unacceptable.
“This work will continue, with a clear focus on strengthening governance, accountability and delivering high-quality, person-centred care for every resident.”
