Minister Donohoe to chair September Eurogroup and attend the Informal ECOFIN in Copenhagen

On Thursday 18th September, the Minister for Finance and President of the Eurogroup, Paschal Donohoe TD, will travel to Copenhagen to chair the Eurogroup and attend the Informal ECOFIN meeting taking place on the 19th and 20th of September.

Speaking ahead of the meetings, Minister Donohoe said:

“I am delighted to be in Copenhagen for the Informal ECOFIN and Eurogroup meetings hosted by Denmark as part of their Presidency of the Council of the European Union.

The informal meetings on Friday and Saturday will provide a valuable opportunity to

engage with my fellow EU Finance Ministers on a range of important topics. These sessions also provide a very welcome forum for discussion with EU Central Bank Governors and Ministers from the United Kingdom, Ukraine, Canada and Norway who have also been invited to Copenhagen.

In my role as President of the Eurogroup, I will begin my third term by presenting the Eurogroup Work Programme from now until June 2026. We will then engage in a timely conversation on recent economic developments where we are privileged to be joined by the Chair of the European Parliament’s ECON committee, Aurore Lalucq. Following this, I hope to get political agreement from Ministers on a way forward for the Digital Euro project, in order to ensure that citizens and businesses can continue to access a safe and efficient central bank issued currency as economies become increasingly digital. Finally, I will conclude by discussing the outcomes of the recent G7 ministerial meetings.

At ECOFIN on Friday we will begin by debating the economic consequences of legislation over lunch before joining Central Bank Governors in a discussion on the simplification of financial regulation.

On Saturday morning the IMF will present on national structural reforms that aim to strengthen European productivity and resilience in the first session of the day. As part of this session, I will moderate a breakout group discussion that focuses on credit and capital market reforms. We will conclude with a timely discussion on the economic effects of geopolitics on Europe. I look forward to engaging with my colleagues on these vital issues as Europe looks to boost our competitiveness and growth while navigating the current geopolitical environment.”

Starting with Eurogroup in regular format on Friday morning, Ministers will discuss and approve the Eurogroup Work Programme until June 2026. They will then be joined by Ms Aurore Lalucq, the Chair of the Committee on Economic and Monetary Affairs of the European Parliament, to evaluate recent economic developments and discuss priority files. Moving into inclusive format, Ministers will focus on the Digital Euro where the Council Presidency will update on their work on the associated legislative package. Finally, Minister Donohoe, as President, will advise on the discussions from recent G7 ministerial meetings.

The Informal ECOFIN will commence on Friday afternoon with a working lunch where Ministers will discuss the economic consequences of EU legislation, with the Danish Presidency presenting an oversight mechanism to help analyse the costs and benefits of new proposals. Following this lunch, Ministers and Central Bank Governors will engage in a joint working session focusing on the simplification of financial regulation. This discussion is based on a report from New Financial that examines how to simplify existing and future EU financial regulation while safeguarding stability and investor protection.

Discussions will continue on Saturday morning with the IMF presenting on national structural reforms to strengthen productivity and resilience. For this session, Ministers will break out into thematic groups to focus on specific reforms with Minister Donohoe moderating the group dealing with credit and capital market reforms. ECOFIN will conclude with a final working session on the economic effects of geopolitics on Europe that will focus on how the EU and like-minded partners should act to strengthen economic resilience and strategic autonomy. Ministers from the United Kingdom, Ukraine, Canada and Norway have been invited to join this session.
